Healthcare That Works for Memphis Families

HEALTHCARE

Healthcare costs continue to place pressure on employees, retirees, families, and government budgets. Memphis should explore innovative and responsible ways to control those costs while protecting access to quality healthcare.

As Mayor, I will propose evaluating opportunities for the City of Memphis, Shelby County, and appropriate participating government agencies to coordinate or consolidate healthcare purchasing and benefits administration where legally, operationally, and financially appropriate

By exploring greater purchasing power and reducing unnecessary duplication, we can determine whether working together could lower costs, improve efficiency, and strengthen healthcare benefits for employees, retirees, and their families.

Community Health Initiatives & Local Partnerships

Improving wellbeing starts at the neighborhood level. Our plan combines local expertise with civic investment to ensure every employee has the resources to lead a healthy, productive life.

Neighborhood Health Hubs

Partnering with local faith-based organizations and community centers to establish permanent health outposts for screenings, basic care, and wellness education.

Memphis Wellness Partnership

A civic-led initiative bringing together hospital systems, non-profits, and the Mayor's office to coordinate preventative care and reduce wait times for low-income residents.

WHY EXPLORE HEALTHCARE CONSOLIDATION?

Greater Purchasing Power. Less Duplication. Better Value.

CONSOLIDATION IS NOT AUTOMATICALLY THE ANSWER.

We will not pursue change for change's sake. Any move toward coordination or consolidation must be backed by data that proves it will result in lower costs for taxpayers and better or equal coverage for employees and retirees.

STUDY THE NUMBERS → PROTECT THE BENEFITS → REDUCE WASTE → IMPROVE VALUE

“The objective is not change for the sake of change. The objective is affordable, sustainable healthcare that works better for employees, retirees, families, and taxpayers.”

Greater Purchasing Power

By pooling the city and county's employee bases, we can negotiate significantly better rates with insurers and providers.

Reduce Duplication

Instead of two separate bureaucracies managing identical benefits, we can streamline administration into a more efficient single operation.

Control Long-Term Costs

Consolidation creates a more stable, predictable health plan that can better absorb market fluctuations and inflation.

Protect Employees & Retirees

Savings found through efficiency can be reinvested directly back into premiums and coverage levels to protect the people who serve Memphis.
